I have OT 2008 release 3 (30)

I think it needs upgraded. I don't have the CHART PATTERN symbol on it. The only upgrade I can find is the Integrated Brokerage and I don't need it.

Can someone give me the site where I can up grade it.

You should install the latest update to OT2008 which is 4E. It can be found here. If you would like to upgrade to OT2009 however, please contact our sales team.
