It appears to me that for the strategy delete option to show up as available, the strategy simply needs to be not assigned to an account. Just assigning it to a portfolio will not remove the delete option on that strategy. Once (or if) that portfolio is assigned to an account - then the strategy delete option disappears. Bottom line is - if you assign a strategy to a portfolio and that portfolio is not assigned to an account - the delete option will still appear for the strategy.
