Risk Controls are settings that are used to inhibit trading in some way.

Examples are:
a) Limiting trade size to T% of volume
b) Setting a max short exposure of X%
c) Allowing or not allowing margin
d) Setting a max exposure in any industry group to G%

..and so on.
