What you've described is the guts of what Elite Trader is supposed to do.
Basically, ET has two functional aspects:
1. The ability to upload an OT strategy into OV, to use as a System in OT.
2. The OV "subscription engine" that allows OV users to access that System
I agree with you that #1 is hugely valuable, all by itself, for those of us who want to make OV "systems" more robust, using OT development tools. My guess is that it would not be very hard for N to do, since that's what they've been doing all along to create their own systems.
BUT ... just doing #1 would not create any additional income for N, and would add extra work (potentially a lot of extra work) for the CPU to do, if people started loading a large number of custom systems. I doubt that anyone wants to pay extra, on top of what we've already paid for Pro, just to run their own systems. So, my guess is that the ET release is awaiting the development of #2, which requires a lot of website programming and a big iceberg of accounting processing, to manage the fees for the subscribers and the quarterly checks to the authors. Once that's ready, then N can get income from their 30% of the subscription fees, to pay for the entire thing.
So ... I join with you in a request for #1 prior to #2 ... but my guess is that it will have to wait due to the economics.

Ten would be barely adequate for me. I'd much prefer 20.
I'd rather have more - my suggestion would be to put a cap on the max number of extra custom strategies, including ones that are derived from "canned" systems. I know that some people have several hundreds of those. Maybe the limit could be 150 total, the sum of the uploaded from OT variety, and the variety created using Condition rules.
The number of custom historical and dynamic lists should not be a part of this count, IMHO, since they are managed and recalc'd independently.
