Under the Tools dropdown is a tab called "Test Settings". At the top it says, "Test Settings are Used to Calculate strategy and portfolio statistics". To keep Test Settings simple I have nothing selected excepted Buying Power (100%) and "Trade Selection Ordered By" set to Alphabetical. My question is where exactly are these "test settings" used? For instance, when I go to "Select Portfolios" are all these portfolios (six boxes from Professional to Archived) calculated using those "test settings"? Also, since Test Settings says it is used to also calculate "strategy" statistics, when you go to Tools/Strategy Library, are all strategies (Omni thru Archived drop down) calculated with the "test setting"? Seem like these test settings are overridden by the Account setting you are in.
Where are there "Test Setting" actually used?

Yes & yes. Those Test Settings are used to calculate the displayed statistics on those pages (Portfolio & Strategy grids). The intention is that users shouldn't have to wait several minutes or longer to view those pages, & that's what was happening in the first few years of OV. Ask any of our users that have been here a while. There was a lot of recalculating going on, & it was putting a strain on our servers as well.
But typically what you're using those pages for is to compare Portfolios & Strategies with each other. And if we use some default Test Settings that are calculated on the server, users can view the Portfolio & Strategy statistics instantly without the constant recalculating with all the custom account settings.
So that's all those Test Settings are used for. When you're viewing the stats on the Account itself or the Trades page, it's not using the Test Settings at all. On those pages it's only using the Account settings.

If I may interject, you state "To keep Test Settings simple I have nothing selected excepted Buying Power (100%) and "Trade Selection Ordered By" set to Alphabetical." - and I'm assuming you're entering that as your "Custom Test Settings"...???
If that's true, those are the same as the Default Test Settings.
By checking "Custom Test Settings", AFAIK OV will then take the time to do a recalc of all your statistics. So, it appears that if you just checked "Default Test Settings" you'd get the same results, but without forcing any calculations since OV would just use the data it has stored (quicker).
Does that make sense?

Mark - it does make sense. When I look at "Test Settings" I did use "Default Test Settings". I do see the Buying Power at 100% and Trade Selection - Alphabetic. I thought that I had set them that way since there is a drop down arrow next to Trade Selection. I though that would give me choices and that I had made that selection. I see now that the arrow does nothing and all selections are fixed.
Slowly getting this thing figured out.
