Hi Jim,
Yes, what we see in the TP Editing Template is just a derivative of the original TP hence the heading "Based On".
If they automated the refreshing, it wouldn't allow for derivatives of the original TP to exist (i.e. it would always get overwritten, which may not be desirable).
