I also do not have that K4549951 on my computer. I am running the latest Windows 10 update 1909 which has Microsoft .NET Framework 4.5 built in. No way to downgrade. 1909 is the May update which has been extended until October but all Microsoft users will have to install it. Checking on that update looks like there was a security fix to the Jet Database Engine. It really should be looked at by the development team to come up with a fix. I did some experimenting and I was able to get the To Do list to run. By switching from Run Analysis to "As Needed" instead of "Forced for all symbols", I was able to get it to completion using All Optionable US Stocks & ETFs.
