on the week and 4 week time frame how do I enable the siganls?

Enable the voting for those timeframes by going to Edit -> Data Periods -> place check marks next to those timeframes and run your To-Do List to get signals for the higher timeframes.

I did that and now all I get are dashes in the SIG box but I am getting signs in the PD box so maybe there aren't any buys or sells

It might be that you need to enable those timeframes in your strategy(s) as well.
