Regarding the toolbars, I have no explanation. It's very strange that this happened to you.

UAC in Windows is global, there isn't a way to set UAC for specific applications.

Right-click the OT shortcut on your desktop & select Properties & click the Compatibility tab. There you can disable Run as Admin.
